Background Information: As part of work on the Our Cambridge programme, the leadership team and transformation colleagues have identified the need to articulate a consistent and coherent operating model for the organisation. This model (the TOM) will describe the people, processes and technology needed to achieve Cambridge City Council’s strategic ambitions – essentially describing the (ideal state) operationalisation of the organisation’s vision and values.    The TOM will then act as a guide (or north star) for the organisation to build and grow towards. The service redesign projects within Our Cambridge will use the model to inform direction and decision-making.
