Noting from the recent annual report on corporate performance that blue bin recycling rates have decreased over the past year and the proportion of black bin waste has increased, council requests a report to the next Environment & Community Scrutiny Committee enabling focused scrutiny of this situation and examination of potential emphases to reverse these trends and get back on track.

Background Information: Response to question on recycling rates/residual waste from Scrutiny committee meeting on 11 July 2022. Report has been prepared that will be presented to the next Committee Meeting - it identifies the trends over the last four years of all three waste streams which gives more context to the statistics and provides suggestive explanations regarding the figures cited in the question to council. It also lays out the plans and actions to bring the figures back on track within their targets.
