Background Information: A key decision by the Executive Councillor for Planning Policy and Infrastructure is required which has not been on the Forward Plan giving 28 days’ notice of that decision. Under the Constitution, Part 4B-Access to Information Procedure Rules, this decision can still be taken if a notice is given setting out the reasons why compliance with the publicity requirement is impractical. A strategic decision is needed in order to endorse the Council’s interim approach to Biodiversity Net Gain in keeping with the mitigation hierarchy, and to note two case studies for emerging habitat banks in Greater Cambridge at Lower Valley Farm, Fulbourn and Wandlebury Country Park. Taking this to the Planning and Transport Committee on 28 June allows this decision to be pre-scrutinised before it is taken.
