Background Information: Councils are required to have in place a Local Scheme for CTR for working age applicants. The current scheme has been in place since 1 April 2020 and runs until 31 March 2023 with annual light touch reviews. It was introduced to be more compatible with the rollout of Universal Credit. This scheme must now be reviewed and consider changing caseloads, household finances and Council finances.
