Background Information: The Council’s Environmental Improvement Programme (EIP) has been operating as a rolling programme since 2004. The current EIP programme ended in March 2021 and it was agreed in the Budget Setting Report (BSR) 21/22 that there was a need for Officers to evaluate the cost benefits of the programme and provide an options analysis. The programme has previously been subject to periodic review to improve flexibility, ensure good value and help speed up project delivery. The purpose of this report is to summarise a range of findings from research on alternatives and create materials and evidence to support discussions on the future need and direction for the EIP.
