Background Information: Housing First (HF) is a novel approach to helping long-term rough sleepers. HF differs from other approaches the Council supports in that the rough sleeper is offered accommodation without any prior requirement to engage with services. This report will review the Council's HF programme, setting out, among other things, the HF approach, the number and type of homes procured for the project, the number of people assisted to date, staffing and costs. It will include some case studies. A full independent review will follow later when the scheme has been running for sufficient time to enable a full critical evaluation.
