Background Information: This report will consider and make recommendations on the methodology and sets the principles as to what must be achieved from the developing Strategy. The report will set out the work to be completed so the strategy will be developed to be formed of four parts: 1 A strategic vision including a set of principles and policies. 2 A position statement, including an assessment of current infrastructure provision, an analysis of current litter hotspots, a comparison of current provision against hotspots to identify problem areas, an outline of the causes of the problems based on best available information, and ways in which infrastructure might contribute to improving the situation. 3 Feedback on and assessment of a range of activities based around awareness raising, education and enforcement to support behaviour change needed to help deliver the Strategy. 4 A plan which sets out likely costs and timescales for specific improvements, to move towards the proposed strategic vision.
