Background Information: The Council commissioned a feasibility study March 2020 into the implementation of selective licensing of private rented properties in Cambridge City. The study looked into the need, suitability, and appropriateness for implementation of a selective licensing scheme under Part 3 of the Housing Act 2004. Modelled, anecdotal and actual data were used to conduct this analysis. Geographical areas within the city were assessed against six criteria set in the above legislation. Three of these criteria were able to be eliminated due to affluency and high housing demand in the city. The remaining criteria were only in sporadic areas with other contributing factors. The report found that for the above reasons it was not appropriate in this instance for the Council to introduce selective licencing. The report went on to make recommendations for improvement of the private rented sector within Cambridge City based on the findings which included both targeted enforcement and proactive work.
