Approval of delegation of powers from Cambridgeshire County Council to Cambridge City Council under part 7 of the Energy Performance of Buildings (England and Wales) Regulations 2012.
Approval for the Council to utilise these delegated powers to investigate, enforce and impose fines on those who fail to meet the legal obligations imposed on them to provide Energy Performance Certificates, (EPC’s) to tenants of privately rented property within the City.

Background Information: The Energy Performance of Buildings (England and Wales) Regulations 2012 sets out the legal obligation for the relevant person to provide an EPC to new and prospective tenants in the majority of privately rented homes. The regulations give the power to enforce for non-compliance in relation to this to the local weights and measures authority, which sits within the Cambridgeshire County Council. The delegation would complement other existing private sector housing enforcement powers, support improvement in the sector and provide opportunity for formal action to be taken in appropriate cases. . Any revenue gained through enforcement and issue of fines can be retained by the local authority.
