Background Information: The CIPFA Prudential Code for Local Authorities (revised in December 2017) requires all local authorities to produce a Capital Strategy. The strategy should set out the long-term context in which both capital expenditure and investment decisions are made. The Capital Strategy is required to be presented for consideration alongside the Council's budget.
