Local Plan and Housing Monitoring

The report will outline changes to national policy and guidance in respect of housing monitoring and delivery , including how the Annual Monitoring Report and housing trajectory are to be prepared and agreed in future. Councillors will be asked to consider and agree the new format for preparing and signing off these data sets.

Background Information: The updated National Planning Policy Framework (July 2018) introduced a number of new housing monitoring requirements which increase the duties of Local Planning Authorities . These include the Housing Delivery Test and potential for an Action Plan to be required, and the Housing Trajectory and a potential new Annual Position Statement. The NPPF retains the requirements for an Annual Monitoring Report and Brownfield Land Register. The report will set out the proposed response to these requirements.
