Background Information: Prior to 2008 Wintercomfort offered a day centre/welfare service for rough sleepers and those at risk of sleeping rough. The City and County Council joined forces to tender a learning and development service back in 2008 to expand the range of services to rough sleepers and help provide meaningful routes out of homelessness. Wintercomfort successfully bid to run the service for 5 years under an open tender process but were the only bidder. Since 2013 a grant agreement has been in place. A grant instead of an open tender process was agreed by committee. A renewal of this approval is sought from committee.
