Background Information: Change in legislation gives local authority powers to increase fixed penalty levels. Civil offence of littering from motor vehicle to be implemented. New levels of fixed penalties to be approved. The extension of the scope of environmental crime for which FPNs can be issued to increased level of litter FPNs and the new penalties for litter from a motor vehicle is allowed through The Environmental Offences (Fixed Penalties) (England) Regulations 2017,
