Background Information: Because of the timing the Panel were not in a position to make a recommendation to the meeting of the Civic Affairs Committee on 14 February 2018. A report from the panel will therefore be presented to the Civic Affairs Committee in March so they can make recommendations to Council for the meeting to be held in April 2018
