S106 Priority-Setting Arrangements (Streets & Open Spaces)

To agree the arrangements for the 2016/17 priority-setting round for generic S106 contribution types within the Streets and Open Spaces portfolio and to review funding allocations for a particular public realm project as it has become clear that it is not yet ready.

Background Information: Similar to previous reports on the approach to earlier priority-setting rounds, this report will consider the 2016/17 arrangements for seeking project proposals and setting priorities for the use of available S106 contributions relating to ‘informal open space’, ‘provision for children and teenagers’ and ‘public art’ contribution types. A different approach is proposed for ‘public realm’ contributions. The report is set in the context that S106 funding availability is tapering off and running down and is not spread evenly (not least, ‘public realm’ contributions). The 2016/17 arrangements will also include proposals for improving the process, maximising the spending power of S106 funding and encouraging proposals/grant applications in line with funding availability.
