Background Information: Following the Station Road appeals in late 2013, planning committee considered a range of actions to provide greater risk management input to decisions being taken on major/sensitive planning applications. Environment Scrutiny Committee is asked to review the introduction of a new convention to apply at planning committee in cases where decisions are being taken contrary to officer advice. ESC is asked to make any recommendations to Council in July
