Matter for Decision: |
The City Council has four non-councillor
appointments to make to the Conservators of the River Cam along with three
councillor appointments. The Council
is obliged to make these appointments by 31 December 2021. |

|
Reason(s) for the decision including any
background papers considered: |
An urgent decision under paragraph 2 of section
9, Council Procedure Rules was necessary.
These appointments are usually made by Full Council on the
recommendation of the Executive Councillor.
However, the next Council meeting is 24 February 2022. Although Council appointed three city
councillors at its meeting on 21 October 2021 (agenda item 4d), the Executive
Councillor for Open Spaces, Sustainable Food and Community Well-Being was not
in a position to recommend the four non-councillor persons at the time. The city council’s allocation of seven
Conservators are required to be in place for 1 January 2022. On 17 December 2021, the Executive Councillor
reviewed five applications received with Cllr Porrer (Liberal Democrat) and
Cllr Copley (Green & Independent) Spokes and Cllr Sargeant, a current
Conservator. The Democratic Services Manager was also present. The Executive Councillor agreed that the
four persons listed above be recommended for approval by the Chief Executive. |
Conflicts of interest and dispensations
granted by the Chief Executive: |
None. |
Other Comments: |
Although these appointments are overseen and
recommended by the Executive Councillor, the Mayor, as Chair of the Council
was advised in advance by the Democratic Services Manager that this urgent
action would be taken. |
