24/03964/FUL Mercers Row Additional documents:
Minutes: The Committee
received a hybrid application for full planning permission. The application
sought approval for the following:
i.
detailed
(full) application for two buildings to be used for Mid-Tech Purposes within
Use Class E(g)(ii), E(g)(iii), B2, B8 including details of access, parking,
servicing, landscaping, staff amenity area, boundary treatment and associated
works; and
ii.
outline permission with all matters (save for access) reserved
for the demolition of existing units and erection of up to 5,700 sq. m (GIA) of
commercial floorspace within a range of buildings for Mid-Tech (Use Classes
E(g)(ii), E(g)(iii), B2, B8), Industrial (Use Classes B2/B8), and Community
facilities (Use Classes E) and Sui Generis uses comprising MOT Testing Centre,
Vehicle Repairs. The Officer referred
to amendments contained in the Amendment Sheet and also
gave a verbal update to:
i.
the
figure contained within paragraph 6.48 which should read ‘a contribution of up
to £266,745.59 to the GCP Eastern Access proposals…’ (As per table shown in amendment sheet). The Case Officer
also recommended an additional condition to the outline consent that any future
reserve matters applications, followed the Design Principles set out in the
Design and Access Statement that had been established on phase one. A representative
from Cambridge Past, Present & Future addressed the Committee speaking in
objection to the application. Lynton Gill
(Stantec) addressed the Committee in support of the application speaking on
behalf of the applicant. Councillor Bennett
(Cambridge City Councillor) addressed the Committee welcoming the application
in principle but highlighted concerns regarding the impact on the local nature
reserve, particularly light pollution the effect on current active travel levels
and protecting biodiversity. Councillor Dryden
proposed the following additional informative:
i.
The
applicant to discuss off-site landscaping improvements with off-site adjoining
landowners. This inclusion of
the informative was carried nem con. The Committee: Resolved (by 7 votes
to 0 and with 1 abstention):
i.
to grant the application for planning permission in
accordance with the Officer’s recommendation, for the reasons set out in the
Officer’s report, and subject to the conditions set out in Appendix 1 (with delegated authority to Officers to make
minor amendments to the conditions as drafted); and
ii.
the
completion of a Section 106 Agreement which included the Heads of Terms (HoT’s) as set out in the report, with minor amendments to
the HoT’s as set out delegated to Officers; and
iii.
to
include the revisions as set out on the Amendment Sheet including the Officer’s
oral update regarding the financial contribution; and
iv.
to
approve an additional informative regarding off site landscaping improvements
and encourage dialogue with off-site landowners on the matter; and
v.
to an
additional condition seeking to tie in the Design and Access Statement and
Design Principles to be carried through and demonstrated to be acceptable as
part of any reserved matters applications |

24/03088/FUL 230 Newmarket Road Minutes: The Committee
received a hybrid application in the form of:
i.
an
outline application for the erection of a new retail and food & beverage
block (Use Class E) with all matters reserved; and
ii.
a full
application for the demolition of existing buildings, enabling works and
redevelopment of the site to provide a new building containing office
floorspace (Use Class E) along with car parking, landscaping and associated
infrastructure Matthew Howard (Railway Pension Nominees Limited) addressed the Committee in support of the application. Councillor Bennett
(Cambridge City Councillor) stated that the application was welcomed,
particularly the landscaping, tree retention and funding for the additional
crossing on Newmarket Road. However, it raised concerns on neighbourhood
amenity, the use of white ceramic tiles which could invite graffiti needed to
be a commitment to deal with antisocial parking on Coldham Lane, Travel Lodge.
Concluded by highlighting the concerns raised by residents regarding the
construction process. Councillor Porrer
recommended the following amendments to condition 5:
i.
to
include liaison with residents around key points of the construction and
ii.
a
contact number for the site manager should also be available for residents. Councillor
Gilderdale proposed an additional condition:
i.
to
secure details of the gated access to ensure it would be accessible for
cyclists. All the amendments
were approved nem con. The Committee: Resolved
unanimously to:
i.
grant the application for planning permission in
accordance with the Officer’s recommendation, for the reasons set out in the
Officer’s report and subject to the conditions recommended by the Officer (with delegated
authority to Officers to make minor amendments to the conditions as drafted);
and
ii.
the
completion of a Section 106 Agreement, the precise contributions and wording of
obligations delegated to Officers;and
iii.
approve
the additional condition to explore improved accessibility regarding the gated
access and provisions for cycles; and
iv.
approve
the amendment to condition 5 to provide a contact telephone number for to residents should there be any issues
during the construction period; and
v.
the additional wording to condition 5 to ensure
direct liaison with residents would take place around key construction times. |

received an application for full planning permission. The application
sought approval for the following:
i.
the
installation of retractable louvre pergolas with glass screening and acoustic
fencing to create a rooftop terrace and café. The proposal also sought erect a
new extraction flue system The Treasurer
of Mill Road Baptist Church addressed the Committee speaking in objection to
the application. Huseyin Cicek (Agent)
addressed the Committee in support of the application. The Committee
Manager read out a statement from Councillor Pounds (Cambridge City Councillor)
in support of the application. Councillor Baigent
(Cambridge City Councillor) addressed the Committee supporting the application.
Councillor
Thornburrow proposed the following additional condition:
i.
the inclusion of a construction management
programme. Councillor Porrer
proposed the following additional condition:
i.
the
inclusion of a noise management plan – making specific reference to the
retractable opening and closing of the roof. The additional
conditions were approved nem con. The Committee: Resolved (by 7 votes
to 0 and 1 abstention):
i.
to grant the application for planning permission in
accordance with the Officer’s recommendation, for the reasons set out in the
Officer’s report, and subject to the conditions recommended by the Officer (with delegated

dormer. The revisions sought
were:
