Matter for Decision:

To approve the new Local Development Scheme for Greater Cambridge prepared jointly with South Cambridgeshire District Council.

Why the decision had to be made (and any alternative options):

To ensure there is no further delay in bringing the new Local Development Scheme into effect, and to ensure continued alignment across the Shared Planning Service.

The decision will be reported in January 2019 to the Planning and Transport Scrutiny Committee.

The Executive Councillor’s decision(s):

The Local Development Scheme was considered by the Planning and Transport Scrutiny Committee on 2 October 2018 and Council on 18 October 2018.  The Local Development Scheme (LDS) has been jointly prepared for the Greater Cambridge area, and would be in effect across Cambridge City Council and South Cambridgeshire District Council.  The LDS sets out the broad timetable for the preparation of the new Local Plan for Greater Cambridge and the Cambridge Northern Fringe East Area Action Plan.

Reasons for the decision:

As set out in the briefing paper from the Principal Planning Policy Officer.

On the basis of received legal advice, it was required that the Local Plan be adopted prior to the adoption of the LDS This sequence ensures that the Council’s position on the preparation of a joint Local Plan for Greater Cambridge is clear and has been adopted via the inclusion of Policy 9 in the Local Plan.
