Background Information: The CIPFA Prudential Code for Local Authorities (revised in December 2017) requires all local authorities to produce a Capital Strategy. The strategy should set out the long-term context in which both capital expenditure and investment decisions are made. CIPFA has now published guidance on what should be included to allow authorities to fully develop their strategies alongside the 2019/20 budget process.
