Minutes:

The Committee received a report from the Senior Technical Officer to consider Mr Marcin Pawlak’s first renewal application for a Private Hire Operator’s Licence to operate Private Hire Vehicles licensed by Cambridge City Council.

Member Questions

i.               Asked Mr Pawlak why he was applying for a 1-year renewal rather than a 5-year renewal.

ii.             Asked how many vehicles were on the fleet.

Mr Pawlak responded:

i.               He had only applied for a 1-year licence given the uncertain circumstances surrounding the Coronavirus.

ii.             There was only one vehicle on his fleet.

iii.            He may apply for a licence through South Cambridgeshire District Council in the future.

iv.           He worked with other operators and wanted to expand his business into London.

v.             His business was limited by the type of vehicle that he owned (8-seater vehicle).

Members withdrew at 10:45 am and returned at 10:50 am.

Decision

The Sub Committee resolved to renew the Operator’s Licence for one year.

Reasons for reaching the decision were as follows:

  • Mr Pawlak was considered to be a fit and proper person to hold an Operator’s Licence.
